Dr Fairus and Malaysian Fintegrity Holding
The SSM profile records Mohammad Fairus bin Hamdan as a director from incorporation and a 49% shareholder. The presentation cover names “Dr. Fairus Hamdan — Malaysian Fintegrity Holding Sdn Bhd”.
Zenrich named as main contractor
A model diagram in the same presentation identifies Zenrich International Sdn Bhd as “Kontraktor Utama (Integriti)” — main integrity contractor.
Both companies appear together
A later slide names Malaysian Fintegrity Holding and Zenrich International together. Promotional advertisements from 2026 also display both logos under PPP/privatisation and “Integrity Readiness” messaging.
Zenrich notice copies MFH
A Zenrich notice dated 1 August 2026, reference ZR/NN/001, lists Malaysian Fintegrity Holding as a copied recipient and appears to display its company stamp.

Universiti Malaya Faculty of Education clarification on the 26 January 2023 programme
Following an internal review, the Faculty provided a written clarification concerning the programme held on 26 January 2023. The Faculty states that the programme was conducted as an academic seminar and forum primarily intended for postgraduate students of the Faculty of Education. Holding the programme at the Faculty should not, in itself, be construed as endorsement, approval, sponsorship or support of any company, commercial arrangement, investment proposal, scheme or other arrangement referred to during the programme.
The Faculty further states that Dr Fairus Hamdan was invited in his individual capacity as a presenter identified from the private sector. His participation was limited to that role and did not give him authority to represent, act for or bind the Faculty in relation to any third-party commercial arrangement, investment proposal or scheme.
Regarding the Faculty's name and logo appearing in presentation materials, the Faculty states that their display or use should not be construed as endorsement, approval, sponsorship or affiliation with Malaysian Fintegrity Holding Sdn. Bhd., Zenrich International Sdn. Bhd., Mercu AYS Holding or any related commercial arrangement.
The Faculty also makes clear that its clarification represents the Faculty's position following its internal review and does not determine the legitimacy of any alleged commercial arrangement, investment proposal or scheme, nor make findings concerning the conduct or liability of any individual, company or third party.
UM and Mercu AYS Holding logos no longer displayed in a later version
A comparison of presentation materials presently available shows an observable change. An earlier version of the relevant page displays the names or logos of Malaysian Fintegrity Holding, Universiti Malaya (Faculty of Education), Mercu AYS Holding and Zenrich, among others.
In a later version, the corresponding page continues to state that the presentation took place at Fakulti Pendidikan Universiti Malaya, Kuala Lumpur on 26 January 2023, while the principal company logos displayed on the page are Malaysian Fintegrity Holding and Zenrich. The Universiti Malaya and Mercu AYS Holding logos visible in the earlier version are no longer displayed.
The later material also retains photographs of the event, including a photograph of the projected presentation in which multiple logos from the earlier material remain visible. This observable change can be read alongside the Faculty's written clarification above.
What the material does—and does not—establish
Not established by this material: that Dr Fairus is a registered director or shareholder of Zenrich; that UiTM, Universiti Malaya, BNM, UKAS or the Malaysian Government approved or authorised the initiative; or that any criminal or disciplinary liability has been determined.
These questions require independent review of original records by SSM, UiTM, the relevant regulators and law-enforcement authorities.
